[Bteam] Beam Studies Planning

Recovery from Tuesday's Maintenance/Beam Studies was quite a struggle 
with multiple issues.    This resulted in over 24hours of lost time, we 
can do better.     Given this recent struggle and the rather complicated 
schedule next week (Hall-A returns to action, Hall-B is reconfiguring as 
well), I am leaning towards canceling dedicated Beam Studies Next week.

Please come to the 9am Beam Studies Planning meeting prepared to  
prioritize beam studies in the event that the Halls cannot take beam or 
the accelerator is incapable of delivering physics beam but capable of 
performing beam studies.

In other words, we will prioritize beam studies for opportunistic or 
parasitic execution next week.    And will not schedule dedicated time 
for studies.

We also need to re-evaluate C100 gradient bumps and post-bump evaluation.
