[Bteam] real time steering PVs

A long time ago I requested the creation of PVs showing average
positions in segments of the machine. These were updated hourly.  High
Level Apps asked if these could be abandoned or should be updated for 12
GeV.  Info in:

I had forgotten about them.  Does anyone think they will be useful in
the future?
