[BTeam] REVISED - ORFP Revalidated for 12 GeV

The following MCC procedure has been revalidated and updated for 12
GeV by the Technical Custodian:

1. Optics Restoration & Finalization Procedure (ORFP) - This procedure 
has been reworked to point to the present-day tools and incorporate 
current best practice. The core of the procedure remains essentially 
unchanged, but beam specifications have been clarified in some 
instances, especially for dispersion and betatron match, and additional
