[BTeam] RF gradient calibration

calibration test plan which LASOs may be assisting with swing shifts 
Wed/Thur/Fri and owl Thur/Fri.

In setting up at 550 MeV in the SL, GSET 0 and detune all the C100s 
except SL26-1,6,7.  Set SL26-1 to 8 MV/m ODVH and the other two to 14 
MV/m ODVH.  SL26-1 is the SL reference cavity for gradient calibration. 
  The other pair is for energy lock.  It is hoped that Chris Slominski's 
new energy lock has been tested and gone into service before gradient
