[BTeam] Beam Studies Campaigns for Spring2015

Preparing for the Spring 2015 run, the set of prioritized beam study
campaigns is presented below. Priority is based on preparing for a
12GeV run in the fall, improved CEBAF uptime and IPAC2015.
I've assigned names. If you have been assigned a measurement, please
start developing ATLis's for the measurement in question and submit them
so that these tasks can be scheduled. Most of these measurements
(tasks 1,2,3) can be made with tune-mode beam and should be completed
before we transition to 750MHz separation (the first two weeks of beam
operation).
*All measurements shall be reported with error bars representing the
best estimate for a one sigma error.*
