[BTeam] Fall2016 Configuration and beam measurement spreadsheet created and questions

The Fall2016 spreadsheet has been created and is ready for input. You

One question comes to mind immediately.  If Hall-A is not on 5th pass 
until Oct-30,  then the Hall-D beam can be at 499MHz  for the first 
month.   Should we plan on this?
