[BTeam] BTeam leadership

Dear B-Teamers: 

Todd has been organizing BTeam since early 2011. With the transition 
of 12 GeV CEBAF from commissioning to operations, and with a ramp-up of 
JLEIC design and documentation activities, it feels like it is also a natural 
time to transition the BTeam leadership. 

Yves Roblin of CASA has agreed to take on leadership of BTeam -- he has already 
done a good job running recent BTeam meetings, and is heavily involved with 
work to improve the model-based machine setup and analysis of recent 2R 
magnet and coupling issues. Improvements in spin calculations and parity 
quality setup are also underway for an ambitious FY19 operations physics 
program. 

Please give Yves your full support as he takes on this new responsibility.
