[BTeam] BSY dump decommission decision TN Rev 3

Colleagues, 

Brian asked in his 1/21 comment on Rev 2 that the email thread discussing this last November be added to the document.   I've done so as an appendix, copying the last iteration I could find.  I've upped the Rev number to 3.   The ATLis has been approved and is underway.   I have added a Fundamentals section on page one trying to answer his email below.   I attach the odt file in case someone wants to edit.

Brian's 1/21 email: 

I read the tech note, and think that we should add some dialogue about why we (BTeam) do not feel that it is useful to keep the BSY dump a 2 GeV capable dump (Perhaps a much lower cost, than a full upgrade?). 

Personally, I think that the complete decommissioning of the dump shaves off capability to send full CW beam ( even one pass) independent of a hall.   I realize that many think the cost of this outweighs the benefit of keeping the dump alive. I think for a full decision record (as it is titled) and for completeness this note needs some reasoning on why we do not feel it is worthwhile to keep the dump the way it is.   

There was much email chatter about this when it was discussed, perhaps we could dig up this commentary and insert it?
