[BTeam] gang phase vs BLMs

I had to look at the plot from archived data to get the scale of phase change.  Roughly +/- 1 degree.  The insensitivity of loss monitor signal (and the BLA loss signal, not on the plots of the elog entry) to this phase parameter indicates to me that no longitudinal dynamics limit is in play for losses at these locations.  This is subtly different from and possibly more favorable than simply "no improvement" because we may have nonzero freeboard longitudinally.  It's good not to be underwater everywhere.  Or so it seems to me.
