[BTeam] BLM test with harps

Colleagues,

Attached please find a pdf and two spreadsheets.  The pdf outlines the 
design intent of the BLM system including links to the defining 
1992-1994 TNs, discusses the results of the tests run in July to discern 
BLM response to harp wires swept across tune beam, and draws a 
conclusion about the system.  One spreadsheet summarizes the results of 
the tests and includes distances between harp and triggered BLM.  The 
second spreadsheet is a subset of a compendium produced by Ops in 
February locating all BLMs.  It includes comments by Jay on the utility 
of most MPS BLMs.

Yesterday an arxiv post went up from FNAL about their BLM system. 
https://arxiv.org/abs/2208.14873 It consists of 259 argon ion chambers. 
The post discusses how they are trying to adapt their old system to 
distinguish between losses in two rings which are colocated, similar to 
the problem we have figuring out where scraping is occurring given five 
passes in the same tunnel.

The JLab Radiation Control group has ordered four xenon ion chambers and 
associated readouts, which like the NDX readouts have two inputs.  Pairs 
of the xenon ion chambers may, during the next SAD, be placed near BLMs 
which frequently trip to give absolute measures of the peak dose.

These documents will be submitted as a TN September 8.  Comments will be 
be incorporated or appended as the authors see fit.
