[BTeam] 1L03 and 1L09

1L03 is producing only 17 MeV with three cavities down.  Cavities 5 and 
6 may be recoverable, 4 likely not.  This is not good for the linac 
optics.  The NL can do 450 uA at 1060 MeV and five trips/hour.  I wonder 
whether it would be better for FY26 if we pulled 1L03, 1L09 and 2L05 in 
FY24 SAD and put C75s in 1L03 and 2L05, gaining ~45 MeV in both linacs. 
1L09 would get a drift tube.

The SL can do 1090 at 450 uA and five faults/hour now. Swapping in a C75 
would push the fault rate to near zero.  With a C75 in 1L03, fault rate 
in NL would be about five per hour at 1090 so the total for both linacs 
would be fine in FY25.

Helium processing required in the injector.

If SRF can refurbish three modules for installation during the FY26 SAD, 
things will be a lot quieter for MOLLER.
