Quoting the 5 June Scheduling Memo
> On the schedule, each Program Advisory Committee (PAC) approved day is mapped onto two
> calendar run days. This factor of two accounts for projected accelerator and Hall inefficiencies
> due to system failures - not experiment overhead. It also accounts for 12 hours of beam-off time
