[BTeam] test plan queue

For plasma processing pre-processing FE measurements.  DecaRad system 
installation will be on an open access RF recovery day. They will be set 
up on 4 zones.  The next open access RF recovery day after we get 2 or 
more zones done we will move the DecaRad systems to other zones.

After the first FE measurements are taken I will have a procedure so 
that operators can do it at opportunistic times.

Last year, it was mostly done from my office or den after receiving a 
call from the crew chief.
