[BTeam] Hall A status update

Yves arrived.  He pointed out that back-propagation from 1P02 to 1C04 
would be inaccurate due to the synchrotron radiation in the Hall A arc. 
I did not consider this. He recommended using IHA3C07A which has enough 
lever arm to use the existing 3C04 and 3C05 quads.  First pass template 
is being edited and data acquisition will soon begin.

Interestingly, the match using the 1P02 data converged and the K1 values 
seem reasonable but no quad values were produced.
