lower cost, than a full upgrade?). </span></div>

the cost of this outweighs the benefit of keeping the dump alive. I think for a full decision record (as it is titled) and for completeness this note needs some reasoning on why we do not feel it is worthwhile to keep the dump the way it is. </span><span style="font-family: Calibri, Arial, Helvetica, sans-serif; font-size: 12pt;"> </span></div>
