[Bubble] yet another iteration on the 5 MeV magnet

Pages 11-13 have new material.  Since I'm not writing this up for 
publication I simply concatenate.

Shaun Gregory has prepared a drawing which will allow the JLab machine 
shop to send the existing plate out to be cut into four blanks, enough 
for two magnets.  Drawings for final machining and coils are still in 
preparation.  I will likely write up the next PR asking for costs to 
fabricate two E-cores (one magnet) or four.  I'm leaning to four if the 
incremental cost isn't too high because Tommy Hiatt told me that he'd 
had problems with small voids in the material.  I'd like to be sure that 
we end up with at least two good E-cores without contract changes.
