[Bubble] MDL (5 MeV dipole)

Attached find a draft TN "A detailed examination of the MDL field map 
and the TOSCA model of this "5 MeV" dipole"

The last page asks for suggestions to make it more comprehensible to 
future users (you) and mentions one point I have to go back to check.

It appears to me that we really ought to use fifth order polynomial fits 
to set the dipole to get a desired momentum in the 5D line.  I'm not 
sure how to add the errors in the fifth order fit to the actual field 
map to the fifth order fit of BdL(P) in the model; in quadrature??

Any other comments you may have would be welcome.   If you'd like to see 
the spreadsheet with the full Magnet Test results or the summary 
spreadsheet on my model work, email and you shall receive.  I can also 
email the TOSCA model creation file if you have someone whom you'd like 
to have check my work.
