Dear All, 

Please see the attached updated procedure for operations. I will be referencing this procedure for the TOSP. 

I assume that we will need more system experts than Brad. I also assume that there will be more users than those listed. Please help me update both lists. 
The last section shows the conduct of operations (COO). This probably needs updating beyond what I guessed. We will need to name the system experts and users. 

I am hoping to submit the TOSP for review by 24 April so if you could comment by Monday I would be appreciative. 

Brad, please don't worry about exact operating parameters as long as where we will actually operate is within the envelope of those listed in the procedure. If you see something that needs to change please let me know.
