Hello All,
We have been making progress with the planned Phys Rev C paper draft and
are now ready for comments from the larger bubble group. I have attached a
PDF of the latest draft (version 9.4) to this email. I am also providing a
link to the pdf on Google Drive.

If you want to enter comments directly with Google Drive, you can highlight
regions of the PDF and enter comments that way. You should also be able to
open the PDF in Google Docs and add comments using the insert menu. Just a
little heads up, Google Docs can be a little wonky with PDFs. Comments
should still work, but it sometimes doesn't render special characters
correctly.
However, feel free to send in your comments, notes, or suggestions in any
way you like. If you want to provide feedback but allow for additional
discussion from the group, you can "reply all" to this message to allow for
a discussion through the email chain. Or, you can send your comments to me
in a direct email or markup the PDF any way you like (with Adobe Acrobat or
MS Word) and send the PDF with comments as an attachment to me. And please
let me know if I missed anyone on the author's list.
We would like to get comments by August 17th (two weeks), and then we will
start preparing the final version for submission.
