[Casa] IPAC22 Dress Code Issues with DEI

Hi Andrew, Ryan, and colleagues,
The policy adopted by IPAC'22 includes the same language in its
posted non-discrimination and anti-harassment policy. I double
checked and believe it to be functionally similar, with additional
language prohibiting bullying along with harassment and discrimination:
https://www.ipac22.org/policies/
I emailed Prapong (the conference chair) with my concerns earlier
today, CC:ing Mark Boland as chair of IPAC'19 and someone else that
Suzie had tagged on Twitter along with me earlier today in a thread
on this topic.
Mark did bring up in separate email (with only me) that there was no
widespread community concern about France's controversial ban on women's
face coverings during the planning of IPAC'20, a thoughtful and fair point:
https://en.wikipedia.org/wiki/French_ban_on_face_covering
My hope is that engaging Prapong will prompt some clarifying statement
from the conference chairs to avoid further escalation of this as an
immediate issue within the community. I sympathize with Prapong and
the IPAC'22 organizers; they will likely do what they can but could
well have limited freedom to work around their country's social norms
without personal and organizational costs.
At least this is not as severe a challenge as EPAC'00, which was
effectively sanctioned by several US labs (including BNL) in protest
of Austrian far-right political elections that year.

Since then, it has been prominently listed on the websites of all the subsequent IPACs and applied by the organizers of the conferences.

>> Hi All,
>> As not everyone attends the CASA coffee meetings, I wanted to include you all in a bit of news regarding IPAC. This morning, a colleague from Liverpool pointed out to me the ridiculousness that is the dress code for the opening ceremony of the conference:https://www.ipac22.org/opening-ceremony/ <https://www.ipac22.org/opening-ceremony/>. I hadn’t even seen it, but it is quite strict.
>> More importantly, however, is the discrepancy between the rules of how men and women are to dress. Women are not allowed to wear trousers, but must wear skirts, pantyhose (without runs), etc… They must remove jewelry, and abide by strict requirements. The men’s list is much shorter.
>> Furthermore, they do not provide guidance or even recognize that our colleagues which identify as non-binary will be in attendance.
>> Finally, they require that all tattoos are covered, piercings removed, etc… Not only will this be difficult for many of our colleagues who are covered with tattoos, but it discriminates against those cultures and religions in which tattoos (including face and neck) and piercings are important.
>> This guidance goes against the DEI policies of IPAC, and Dr. Suzie Sheehy has written a letter to the organizers asking for changes and clarification. She intends to send this letter at 22:00 UK time. If you would take the time to read through the requirements and the letter, and find that you agree with these sentiments, we ask that you sign the letter below, and circulate it among the accelerator and accelerator-adjacent community.
