The guidance continues from TJSO: “The laboratory is to hold publications/reports/etc. unless they are urgent (if urgent, send it through the routine publications channels).”
I’ve had several questions:
1)YES, people can still work on preparing publications. That’s not at issue. Editorial: I believe once DOE has figured out whatever process they want for publications, we will be back to submitting them.
2)YES, if your publication is already out there and has been submitted, let the process continue. There is no need to stop anything.
3)NO, this does not apply to our colleagues at the universities (and some lab site offices may interpret the guidance differently).
4)YES, you may present work at conferences, in particular upcoming ones. A talk is not really a publication in the sense of ‘work that it suitable for journal or conference publication’.
5)YES, you as an employee can be on papers submitted through other institutions (see our policy, paragraph 2 under ‘review process’), still ensuring that the contract acknowledgement is on the pub. The primary author is not at JLab. Editorial: this is my interpretation of our policy under ‘review process’.
