[Casa] FY26 NP Facilities/Accelerator NOFO EOI

Hi folks,

Please see the attached short version of the FY26 call for Expressions
of Interest (EOI) for Advanced Accelerator Research and Development for
NP Facilities from Manouchehr's office. Note that the timescale is short
(Oct 15) but fortunately EOIs are only three pages.

Andrei is getting some clarification on lab priorities from Jens and
David. Please let me know if you have any ideas associated with this
call that might serve as the basis for an EOI to pass up through
Andrei and Mike.

Nick: Note that beam cooling is one of the research topics; maybe this
is an area where we could submit a joint EOI for work together with
Alexei at BNL on future EIC cooling.

Alex: Future NP facilities might also support a 22 GeV EOI, though I'd
wait for guidance from Andrei/David before planning to submit one since
our 22 GeV work is supported programatically already.
