creating a dedicated volume of high-quality/reviewed papers?

I fully support moving the planned CHEP to 2022. I think
the one issue from the delay, is the lack of opportunity
for publications for some of the community. There are
many people on the computing side, for whom CHEP and
ACAT are basically the only outlets for their work.
ACAT2020 has been postponed (currently envisaged for
very late in 2021... but given that there is, as yet, no
end in sight to the pandemic, even that might not
crystallize. I'm not sure about CHEPinos... because
there are many other well-established and well-focused
forums and we might start "treading on toes". However,
if we do go ahead, then we should think carefully about
how to address the "high-quality publication" issue.
Regard, David.
