[Clas12_calcom] New data sample

Dear All,
we have produced a new sample of data that you can find in 
/volatile/clas12/devita/challenge/sample-4a.7.5ter
which includes the following changes:
- correct tdc conversion factor for ctof
- ftof p2p constants for run 17 set to match the cable lengths
- htcc status and time offsets read from db.
The coatjava version used for the cooking is in 
/volatile/clas12/devita/challenge/coatjava-4a.7.5ter
