[Clas12_calcom] RGC Runs 16511 and 16700 just recooked after FTOF calibration

Dear detector contacts,
RGC runs 16511 and 16700 were just calibrated for FTOF and recooked, so
they are available for calibration of the other subsystems.
The recon calib files can be found under
/volatile/clas12/rg-c/production/calib/8.2.4/calib/recon/
The calibration skims can be found under
/volatile/clas12/rg-c/production/calib/8.2.4/calib/train/

Run range to apply for run 16511: 16500-16515
Run range to apply for run 16700: 16697-16704
