[Clas12_calcom] timelines for RGB - Spring19 ready for final checks before pass2

Dear Silvia,

We might want to move QA values for HTCC now that the software for 
online timelines has been updated. I can speak to the relevant software 
people if you'd like that change to happen now before pass2.

Other than that HTCC looks for for RGB Spring19.
