[Clas12_calcom] [EXTERNAL] RGA Sp19 pass-2 release timelines available

The coatjava 9.0.0 RGA Sp19 timelines are now available, https://clas12mon.jlab.org/timelines/?rg=rga4 (sp19_v0.21_qa). By my eye everything looks basically identical to the 8.7.0 timeline (sp19_v0.20_qa), which is expected and desired, but I would appreciate it you could also double check your system for approval. 

The only obvious difference is in the HTCC, which was seen in RGB as well, and I understand is expected by Izzy because of a software change to the timelines (could you explain to me further?). I think it would be good to get these qa lines updated before the review. 

There is an additional timeline (sp19_v0.21_trigger_qa), with the trigger mask 0x400001 (e- in FD or pi0 in FT) available as well if that is of interest to your subsystem.
