[Clas12_calcom] Rearrangement of calibration suite github repositories

Folks,

A new "Calibration Task Force" has been formed and charged to make the detector subsystem calibrations
more streamlined and efficient. Raffaella is the chair of this task force and discussed its goals and plans at
the CLAS Collaboration meeting last month.

One of the initial items that came up regards the development plans for the calibration software for the
different detector subsystems. Though the GUI interfaces were developed using the common tools framework,
they are still  very much individual codes with individual github repositories. In order to improve efficiency in
development, we need to move all of these separate codes into a single repository to make common development
more straightforward.

At present there are individual repositories for:

1) Beam offset calibration: jeffersonlab/clas12-beamspot
2) HTCC: jeffersonlab/clas12calibration-htcc
3) LTCC: jeffersonlab/clas12calibration-ltcc
4) RICH: jeffersonlab/clas12calibration-rich
5) CND: jeffersonlab/clas12calibration-cnd
6) CTOF/FTOF: jeffersonlab/clas12calibration-tof
7) SVT: jeffersonlab/clas12calibration-svt
8) DC: jeffersonlab/clas12calibration-dc
9) ECAL: jeffersonlab/clas12calibration-ecal
10) FT-CAL/FT-Hodo: jeffersonlab/clas12calibration-ft
11) RF: jeffersonlab/clas12calibration-rf

In the near-term an effort will be made to put all of these separate code branches into a single repository. This
email is a first heads-up about the plans so that we do not catch anyone by surprise. It will give folks an
opportunity to make sure that their individual repositories are up to date with development branches. We will
discuss details at upcoming CALCOM meetings.
