[Clas12_calcom] [EXTERNAL] Re: timelines for RGC Winter23 available

Dear Silvia and CalCom,
I have uploaded new RICH time calibration constants for RGC winter 2023, 
copied from previous rgc summer 2022 run priod.

These should be good enough to have the photons reconstructed on both 
modules and to do further refinements.
