[Clas12_first_exp] Beam Studies and RC Meeting Followup

For work in the Hall, beam is not possible during the injector studies so you will have ~6 hours to access the hall. From around 10am tomorrow the hall should be accessible. If we are unable to get beam to the hall during the first two hours then we may be able to have access the hall then as well.
