[Clas12_first_exp] Upcoming RGA outbending pass1 and trains usage

Dear Nick

I am primarily using skim4 and skim8

By the way is there room for new trains? I was wondering if we could make a
new small output, keeping all EPICS events to have quick access to
information such as acc charge, and possibly include some heavily prescaled
version (e.g. 2^10) of the other inclusive skims, to get a quick look at
the full run stability
