[Clas12_high_luminosity] NO high luminosity upgrade meeting today

Dear all,

The high luminosity upgrade meeting today is canceled.
Some news from the CERN MPGD group. They fixed the non-functioning half with the high leakage current and recovered bad HV segments. After operational tests, the prototype will be shipped back to JLAB. We expect it to be here by the end of the month.
