[Clas12_photon] Forward Tagger section at the next CLAS coll meeting

Marco,

Please check with Paul on what he exactly wants.
Is this 45 min for giving a general status of things
for a larger audience or this is for detector session.
I think for session 45 min is too short. If we want
to have proposals to teh next PAC with lowQ detector
we should have 1.5-2 hour session to discuss details
for proposals.
