[Clas12_rgb] location of monitoring histograms

We have CLAS12ANA under Hall B logbooks where we have all our off-line histograms at the past.

Dear Colleagues,

The monitoring histograms that were produced so far this Fall for RGB
can be found at:

https://clasweb.jlab.org/clas12mon/rg-b/pass0/v17_fall2019/offline/

All new histograms for v17 of the cooking will be copied to this
location. I will be sending e-mails if there is any update for a run or
new runs have been processed.
