[Clas12_rgb] rgb train update

Dear All

The latest skims of all 3 run periods are moved from volatile to cache 
at the same dir
I pinned them for 60 days on disk for now as it will take some time to 
be backup on tape
Later we might have a solution/policy to pin them on cache longer

The old skim from spring2019 is rename and left at volatile
/volatile/clas12/rg-b/production/recon/spring2019/torus-1/pass1/v0/dst/train_20200610
It will disappear after some time
