[Clas12_rgb] rgb fall2019 cooking and train

Dear All

I will produce skims for fall2019 very soon.

I also cooked one run of spring20 (winter20) with the same train at
/volatile/clas12/rg-b/production/recon/pass0/v25.17
Please let me know any feedback.
