[Clas12_rgb] new good runs list for spring19

Dear all,
along the lines of the work I did a few weeks ago on the Fall data, I have
produced a new good runs list for the spring19 dataset. It can be found at
the link:

and it is also linked in our wiki page, under the "RG-B run periods" tab.
Like I did for the fall data, I used the QA timelines produced by Chris
Dilks to determine the good runs or portions or runs, based upon event
number. The table specifies which runs should be kept for all kinds of
analyses (including cross sections) and which ones should only be used for
asymmetries (for instance when trigger changes happened, affecting the
overall normalization between runs).
These kinds of lists allow us to lose less events than removing full runs,
so I'd say everyone should adopt them.
I'll work on the Winter20 list as soon as Chris will have done the QA
analysis.
