[Clas12_rgh] [EXTERNAL] Cover sheet and authors

Dear all,
attached is the cover form I used to collect the relevant
information that are requested at the time of submission.
Please have a look. For the storage request, I took the
RGB jeopardy estimate and rescale by 10 (to take into
account the different luminosity and requested PAC days).

now presents an author list. Please let me know if there
are changes, or new names to be added.

The introduction has been slightly extended to
become the madatory 1-page executive summary.
