[clas12_rgk] status update and shifts

Dear Collaborators, 

Accelerator energy change is in progress. The current plan is to lock up the halls for beam delivery by the end of the day tomorrow. 
Hall B shifts are canceled until 16:00 tomorrow, Wednesday November 28th. 
Stay tuned for further updates.
