[clas12_rgk] FTOF timing offsets

Annalisa,

I just spoke with Raffaella who looked into the apparent 20 ps FTOF. She indicates that this is
not real as she is very sensitive to the presence of such offsets in the RF calibrations. She believes
that it is an artifact of the timeline fits. Therefore we can proceed with recooking the 4 reference runs 
(5681, 5700, 5813, 5893) for calibration of the other subsystems. Let me know if you have any
