[clas12_rgk] Latest RG-K timelines

I looked through the latest RG-K pass-0 timelines (v2.2.19). I believe the only change from
the previous pass-0 was the attempt to address the apparent CND timing calibration issues
in the 6.5 GeV running. Looking at the new timelines, nothing has really changed. The timelines
show apparent offsets of the vertex timing by up to 150 ps in the layer 1 means. However, these
offsets are a bit misleading in that the Gaussian fits do not match the data distribution, which
has a peak at zero with a sizable tail on one side of the peak that was not present in the data
at 7.5 GeV running at lower luminosity. I am not sure of the source of the tail, but I do not think
that this should cause us to delay cooking.
