[clas12_rgk] New pass-0 timelines

Folks,

Things are now better with the new RG-K timelines (v2.2.16). There is only 1 obvious problem
that I can see:

1) CND timing calibration not acceptable for run range 5886 - 5971 - large dispersion with
layer 1 shifted by ~150 ps
