[clas12_rgk] [EXTERNAL] RGK list of golden runs

Dear all,

Thanks Lucilla for putting this together.

Just a comment: these lists are somewhat short because "golden" demands 
perfect QA for *all* DST files in the run. This rarely happens, since 
usually 98% of DST files an a typical "good" run are "golden", but such 
a run is not considered "golden".

In practice it is better to make use of the QA software at 
https://github.com/JeffersonLab/clasqaDB

This software provides QA information on the basis of DST files, rather 
than full runs, and the user only needs to provide the run number and 
event number (the software will find the associated DST file and return 
the QA status).

The current release 1.1.1 does not have FT information yet, but we will 
include it in the next release (1.2.x). We also plan to eventually 
include improved QA boolean accessors to make the information more 
accessible in general.
