[clas12_rgk] [EXTERNAL] beam energy for the next RG-K run

Dear Stepan,

RG-K members agree on the following statements about the beamtime settings:

 1. RG-K requests a minimum of 50 PAC days;
 2. we would split the beam time equally between 3-passes  and 4 passes,
    preferentially starting from 3 passes;
 3. FT - OFF would allow for maximum luminosity and sensitivity for all
    dominant channels;
 4. beam polarization should be approximately 85%.
