planned clean room use for EEL-124 and 125.

The general plan has evolved after discussions with Yuri Gotra,
Stepan and others. After review, Stepan and Volker have raised
concerns that the Region 3 Drift Chambers may not be out of
this clean room in time to meet this schedule.

Notably, if all of these processes are related - the delays in the
drift chamber would naturally result in a delay of the RICH
installation anyway.  If this is not a correct assumption, then
it may be necessary to look for other locations to perform the
RICH assembly.
