[Clas12_rich] EEL 124 layout for RICH assembly

Hey Tyler:

I'm forwarding this to Stepan and Volker so that they
are involved in the conversation.  When Stepan and I spoke
about the Forward Tagger before, he believed that the time and
effort involved to disconnect it and relocate it would be
prohibitive.

I'd like to get some additional feedback from him before we
proceed to far with the idea to move either HPS or the Forward
Tagger.  I'll stop by and see him later today to ask him to send
some insights.
