[Clas12_rich] EEL rm 124-125 Detector and equipment reorganization prior to SVT return

All:

I'm reworking the plan now to reflect the current state of the area and 
will be
meeting with some of the Hall B staff at 1:30 to discuss the steps 
necessary to
continue.

In short, over the past few years a lot of material has accumulated - 
some of
it is needed for future work, some of it not.  Based on the major equipment
and activities we have in the area, we CAN successfully get everything 
done -
but, we'll need to take proactive steps now to keep things moving.

Today, we should identify everything in both rooms that is not part of the
active setups for either the drift chambers, forward tracker, HPS, SVT or
RICH.  All of that material needs to be identified as either needed for
future use or disposable. Working with Facilities, our technical staff 
will remove
all  disposable materials as soon as possible. All unrelated, but needed
equipment will be packaged in the most compact form, labeled and stored
in one of our storage or staging facilities.

Once we've cleared the area of all unrelated materials, I will update our
logistics plan and schedule to match our requirements to the available 
space.
To make this work, though, we will need a commitment from enough
technicians and staff to perform the removal and repackaging efforts for
the materials in the area.

I look forward to seeing many of you at 1:30, and I'll bring a camera.
