[Clas12_rich] RICH electronics on Forward Carraige Level 3

All existing VXS crates on the forward carriage are essentially full. There could be space in existing crates on the pie tower, but this will require much longer fibers. They will have to go into the service loop to accommodate forward carriage motion.
