[Clas12_rich] RICH Cooling system and nitrogen purge system THA

Dear Tyler, dear George,
in one of our previous review, the committee recommended:

The dry nitrogen volume, allbeit relatively small, shall have an
approved oxygen deficiency hazard safety review per JLab ODH guidance.

What I understood is that we would need a THA also for the oxygen
hazard. Given the small N2 flow and the relative small RICH volume
with respect the Hall-B volume I guess the risk is negligible.
Can anyway George add a THA for this hazard ?
