[Clas12_rich] RICH interlock system

Dear Tylor,

>From my side I can say that we definitely need:
1. Temperature control
2. Humidity control
3. Smoke detector
4. Door interlock

We have high voltage for PMTs and low voltage for front-end electronics.
HV will be controlled by CLAS12 slow control. We are using the standard for CLAS HV power supply. I will let you know later what we need for low voltage control.
